أعلنت وزارة الداخلية في المملكة العربية السعودية عن عدد من الترتيبات التنظيمية والإجراءات الأمنية المتعلقة بموسم حج هذا العام 1446 هـ، وذلك ضمن جهودها المتواصلة لضمان أمن وسلامة حجاج بيت الله الحرام، وتيسير أدائهم للمناسك في أجواء يسودها النظام والسكينة.
وأكدت الوزارة في بيانها أن هذه الإجراءات تأتي في إطار استعداد المملكة المبكر لموسم الحج، وحرصها على تنظيم دخول الأفراد والمركبات إلى العاصمة المقدسة بما يضمن سلامة ضيوف الرحمن ويُسهّل انسيابية الحركة في المشاعر المقدسة.
وجاءت أبرز الترتيبات على النحو التالي:
أولاً: تحديد يوم الأحد 15 شوال 1446هـ الموافق 13 أبريل 2025م كآخر موعد لدخول المعتمرين إلى المملكة.
ثانيًا: تحديد يوم الثلاثاء 1 ذو القعدة 1446هـ الموافق 29 أبريل 2025م كآخر موعد لمغادرة المعتمرين أراضي المملكة.
ثالثًا: اعتبارًا من الأربعاء 25 شوال 1446هـ الموافق 23 أبريل 2025م، يشترط على جميع المقيمين الراغبين في دخول العاصمة المقدسة (مكة المكرمة) الحصول على تصريح دخول نظامي من الجهات المختصة، ويتم منع دخول من لا يحملون التصاريح وإعادتهم من حيث أتوا.
وتشمل التصاريح المسموح بها:
- تصريح عمل في المشاعر المقدسة صادر من جهة مختصة.
- هوية مقيم صادرة من العاصمة المقدسة.
- تصريح حج نظامي.
ويتم إصدار تصاريح الدخول إلكترونيًا عبر منصّتي “أبشر أفراد” و**”بوابة مقيم”**.
رابعًا: إيقاف إصدار تصاريح العمرة عبر منصة “نسك” لمواطني المملكة ودول مجلس التعاون والمقيمين داخل المملكة وحاملي التأشيرات الأخرى، وذلك اعتبارًا من الثلاثاء 1 ذو القعدة 1446هـ الموافق 29 أبريل 2025م حتى الاثنين 14 ذو الحجة 1446هـ الموافق 10 يونيو 2025م.
خامسًا: منع دخول مكة المكرمة أو الإقامة فيها لحاملي جميع أنواع التأشيرات باستثناء تأشيرة الحج، وذلك ابتداءً من الثلاثاء 1 ذو القعدة 1446هـ الموافق 29 أبريل 2025م.
وأكدت وزارة الداخلية أهمية الالتزام التام بهذه التعليمات والضوابط، مشددة على أن مخالفتها سيُعرض مرتكبيها للعقوبات النظامية، داعية الجميع إلى التعاون مع الجهات المعنية بما يحقق أمن وسلامة وراحة حجاج بيت الله الحرام.
To Ensure the Safety of Pilgrims: Saudi Ministry of Interior Announces Key Regulations and Deadlines for Hajj Season 1446 AH

As part of its early preparations for the Hajj season of 1446 AH, the Ministry of Interior of the Kingdom of Saudi Arabia has announced a series of regulatory and security measures aimed at safeguarding pilgrims and ensuring a smooth and secure pilgrimage experience.
In an official statement, the Ministry emphasized that these measures are designed to streamline entry procedures to the Holy Capital and ensure the safety and orderly movement of pilgrims in the holy sites.
The key arrangements announced include the following:
1. The last date for Umrah performers to enter the Kingdom is set for Sunday, 15 Shawwal 1446 AH (April 13, 2025).
2. The deadline for Umrah performers to depart the Kingdom is Tuesday, 1 Dhul-Qi’dah 1446 AH (April 29, 2025).
3. Starting from Wednesday, 25 Shawwal 1446 AH (April 23, 2025), all residents wishing to enter the Holy Capital (Makkah) must obtain a valid entry permit from the relevant authorities.
Entry without proper authorization will be denied, and violators will be returned to their place of origin.
Permits are granted in the following cases:
- A work permit issued for the Holy Sites by a competent authority.
- Residency ID issued from the Holy Capital.
- A valid Hajj permit.
Entry permits can be obtained electronically via the “Absher Individuals” platform or the “Muqeem” portal.
4. Issuance of Umrah permits via the “Nusuk” platform will be suspended for Saudi citizens, GCC nationals, residents of the Kingdom, and holders of other visa types from Tuesday, 1 Dhul-Qi’dah 1446 AH (April 29, 2025) until Monday, 14 Dhul-Hijjah 1446 AH (June 10, 2025).
5. Entry into Makkah or remaining within the city will not be permitted for holders of any visa type except for those with an official Hajj visa, effective from Tuesday, 1 Dhul-Qi’dah 1446 AH (April 29, 2025).
The Ministry of Interior urged all citizens, residents, and visitors to strictly adhere to these regulations and cooperate fully with the relevant authorities to ensure the safety, security, and comfort of the guests of Allah.
Non-compliance with these instructions will result in legal penalties as stipulated by Saudi regulations.
