شهدت العاصمة العُمانية مسقط، اليوم، توقيع مذكرة تفاهم بين سلطنة عُمان وجمهورية باكستان، تهدف إلى تعزيز التعاون الثنائي في المجالات الأكاديمية والتدريبية العسكرية، وذلك خلال لقاء جمع وفدين رفيعي المستوى من الجانبين.
جاء التوقيع خلال استقبال اللواء الركن حامد بن أحمد سكرون، رئيس أكاديمية الدراسات الاستراتيجية والدفاعية في عُمان، لوفد جامعة الدفاع الوطني الباكستانية برئاسة الفريق بابار افتخار، رئيس الجامعة.
وتمحورت المباحثات حول تعزيز التبادل المعرفي وتطوير البرامج التدريبية المشتركة، بما يُسهم في رفع الكفاءة العلمية والعملية للكوادر العسكرية في البلدين، فضلًا عن مناقشة سُبل توحيد الرؤى حيال التحديات الأمنية الإقليمية والدولية.
حضر مراسم التوقيع عدد من كبار الضباط في أكاديمية الدراسات الاستراتيجية والدفاعية العُمانية، إلى جانب سفير باكستان المعتمد لدى مسقط، والملحق العسكري بالسفارة الباكستانية، في إشارة إلى الأهمية الاستثنائية التي توليها الدولتان لهذه الشراكة.
أهداف المذكرة:
- تبادل الخبرات في مجال التخطيط الاستراتيجي والدراسات الدفاعية.
- تنظيم برامج تدريبية وبحثية مشتركة بين المؤسستين الأكاديميتين.
- تعزيز التعاون في مجالات الابتكار العسكري والتكنولوجيا الدفاعية.
أكد الجانبان، خلال اللقاء، أن هذه المذكرة تُعد خطوةً جديدةً نحو ترسيخ العلاقات التاريخية بين عُمان وباكستان، والتي تتجاوز التعاون السياسي إلى آفاق أوسع تشمل البُعد الأمني والعسكري، انسجامًا مع الرؤى المشتركة لقيادتي البلدين.
تُعَد هذه الاتفاقية امتدادًا للتعاون العسكري المتميز بين مسقط وإسلام أباد، والذي يشمل تدريبات مشتركة وتبادلًا للخبرات منذ عقود، فيما تُبرز مذكرة التفاهم الجديدة حرص الطرفين على مواكبة المتغيرات الأمنية العالمية عبر الاستثمار في العنصر البشري، كرافدٍ أساسي لتحقيق الاستقرار الإقليمي.
“Oman and Pakistan Sign Strategic MoU to Enhance Military Academic Partnership Between Defense Academies”
The Omani capital, Muscat, witnessed the signing of a Memorandum of Understanding (MoU) between the Sultanate of Oman and the Islamic Republic of Pakistan, aimed at strengthening bilateral cooperation in military academic and training fields. The signing took place during a high-level meeting between delegations from both countries.
The MoU was formalized during a meeting between Major General Hamid bin Ahmed Al-Sakroon, Head of Oman’s Academy for Strategic and Defense Studies, and a delegation from Pakistan’s National Defence University (NDU), led by its President, Lieutenant General Babar Iftikhar.
Discussions centered on enhancing knowledge exchange, developing joint training programs, and improving the scientific and operational competencies of military personnel in both nations. The talks also addressed strategies to align perspectives on pressing regional and international security challenges.
The signing ceremony was attended by several senior officers from Oman’s Academy for Strategic and Defense Studies, alongside the Ambassador of Pakistan to Oman and the Military Attaché at the Pakistani Embassy in Muscat. Their presence underscored the exceptional importance both nations place on this strategic partnership.
Key Objectives of the MoU:
- Exchange expertise in strategic planning and defense studies.
- Organize joint training programs and research initiatives between the two academies.
- Foster innovation in military technology and defense strategies.
Both sides emphasized that the MoU marks a new milestone in the historic relations between Oman and Pakistan, expanding cooperation beyond politics into broader security and military dimensions. They reiterated that this step aligns with the shared vision of their leaderships to deepen bilateral ties.
This agreement builds on decades of distinguished military collaboration between Muscat and Islamabad, which has included joint exercises and expertise-sharing. The newly signed MoU highlights both nations’ commitment to adapting to evolving global security dynamics by investing in human capital as a fundamental pillar for achieving regional stability.
